Canada, and particularly the province of Quebec, is famed for the quality of care of people with CF.
I suggest you get in touch with Cystic Fibrosis Canada, the Canadian patients and family CF association:

They will be able to give you, in French, practical information regarding the person’s overall situation and life plan (patient age, living place in Canada, duration of stay, current health coverage).
